The lanyard helps to limit consequential damage in the event of damage to the coupling.
One side of the cable is attached to the ball of the towing bracket (threaded) before attaching the trailer, the other side can be attached to a bolt or drawbar spacer, for example.
The lanyard does not provide 100% security, it is intended as a "fail-safe" in the event of a towbar failure.
